Atletico Madrid were upset because they claim the Premier League club did not make a courtesy call to let them know they were willing to pay the Ghana midfielder's 50m euros (45m) buyout clause.
The Gunners had wanted to negotiate a fee for the 27-year-old throughout the window but Atletico were unwilling to enter discussions, as they had no interest in accepting an offer for him.
It was not an obligation for Arsenal to get in touch on deadline day, of course, as all they had to do was deposit a cheque for that value in the offices of La Liga, which they did in the last hour of the transfer window on Monday.
Having recently been in discussions with them to agree a loan deal for Lucas Torreira, however, the Spanish club expected more of the Gunners, but they finally found out about it via La Liga once the deposit had been made.
In reality, they were well aware this had been more than just a possibility.
Why? Because the negotiations for a new contract with Partey had broken down a long time ago.
Atletico offered 3.5m euros net per year before the coronavirus pandemic, but that was rejected. And after football resumed the message from the club was that they could not afford even that.
The fact is that Partey felt he had been badly treated by Atletico. He was the worst-paid player in the squad, with a modest 1.8m euros net per year, and he felt he deserved more, considering that by the summer he had played at least 42 games over the previous three seasons.
Atletico are, in reality, more upset with him than they are with Arsenal.

The allegedly "irreparable" relationship with the English club will be forgotten once new business has to be done between the two parties.
But Atletico feel that after nine years in Madrid, five in the first team, it was unacceptable for Partey to arrange a medical in Madrid without telling his club and, basically, to leave without a proper send-off.
The player was advised that his departure was not going to be followed by a homage, so he resolved to do everything quietly. Plus, Atletico got 50m euros, which is more than welcome in a time of huge difficulties for them.
Atletico manager Diego Simeone will not forget, though.

Partey has humbly accepted whatever advice Simeone has given him in the past and his coach has certainly improved the player.

But to understand why Partey told him that, I refer you back to the contractual situation and the suggestion that, however he left, he was not going to be seen as a hero. Quite the contrary.

For his merit, I think he has done more trying to create peace between nations than most other Peace Prize nominees, Tybring-Gjedde, a four-term member of Parliament who also serves as chairman of the Norwegian delegation to the NATO Parliamentary Assembly, told Fox News in an exclusive interview.

Tybring-Gjedde, in his nomination letter to the Nobel Committee, said the Trump administration has played a key role in the establishment of relations between Israel and the UAE. As it is expected other Middle Eastern countries will follow in the footsteps of the UAE, this agreement could be a game changer that will turn the Middle East into a region of cooperation and prosperity, he wrote.
Also cited in the letter was the presidents key role in facilitating contact between conflicting parties and creating new dynamics in other protracted conflicts, such as the Kashmir border dispute between India and Pakistan, and the conflict between North and South Korea, as well as dealing with the nuclear capabilities of North Korea.
Tybring-Gjedde, further, praised Trump for withdrawing a large number of troops from the Middle East. Indeed, Trump has broken a 39-year-old streak of American Presidents either starting a war or bringing the United States into an international armed conflict. The last president to avoid doing so was Peace Prize laureate Jimmy Carter, he wrote.
This is not Trumps first such nomination, as Tybring-Gjedde submitted one along with another Norwegian official in 2018 following the U.S. presidents Singapore summit with Kim Jong Un. Japans prime minister reportedly did the same. Trump did not win.
Tybring-Gjedde, a member of a conservative-leaning populist party in Norway, told Fox News that his latest nomination is not about trying to curry favor with the U.S. president.
Im not a big Trump supporter, he said. The committee should look at the facts and judge him on the facts not on the way he behaves sometimes. The people who have received the Peace Prize in recent years have done much less than Donald Trump. For example, Barack Obama did nothing.
The 2009 Nobel Peace Prize was awarded to then-President Barack Obama for what the Nobel Committee called his "extraordinary efforts to strengthen international diplomacy and cooperation between peoples."
That decision made just nine months into Obamas first term was met with criticism in the U.S. including from Donald Trump, then a private citizen. Lech Walesa, Polands former president and a 1983 Nobel laureate, also said at the time it was too early to bestow the award on Obama -- just 263 days after taking office: Too fast. For the time being Obamas just making proposals. But sometimes the Nobel Committee awards the prize to encourage responsible action.
Even Obama was taken aback, saying at the time he was surprised and humbled by the Nobel Committees decision. To be honest, he said, I do not feel that I deserve to be in the company of so many of the transformative figures who have been honored by this prize, men and women whove inspired me and inspired the entire world through their courageous pursuit of peace.
Besides Obama, three other U.S. presidents have won the Nobel Peace Prize: President Theodore Roosevelt in 1906 for having negotiated peace in the Russo-Japanese war; President Woodrow Wilson in 1920 for being the leading architect of the League of Nations; and President Jimmy Carter in 2002 for his decades of untiring effort to find peaceful solutions to international conflicts.

The Nobel Peace Prize recipient is determined by a five-person Nobel Committee, which is appointed by the Norwegian Parliament. The winner of the Peace Prize for 2021 will not be announced until October of next year.

Information show that Biola was on his way to the hospital to pick his wife when he was killed for refusing to pay the policemen a bribe of N50.
A witness, who identified himself simply as Segun, said he was on his way to work when he witnessed the scene.
He alleged that policemen in the area daily engaged in the extortion of commercial bus drivers and motorcyclists popularly called Okada.
The officers stopped the deceased and were trying to extort money from him but he did not give them because he was rushing to the hospital to pick his wife.
The officers insisted that he must give them money and werent listening to anything he was saying. Next thing we knew, one of them went to his side, hit him with his gun. Not satisfied, others joined and he was beaten mercilessly until he died, the witness said.
