Just IN: Fashola Orders Trailers To Vacate The Lagos-Ibadan Expressway

The Minister of Works and Housing, Mr Babatunde Fashola, on Saturday directed trailers parking indiscriminately at Ogere section of the Lagos-Ibadan expressway to immediately vacate the area to give way for ongoing construction works.
Fashola, who undertook an inspection of the road from Lagos, gave the directive during a town hall meeting with stakeholders at Ogere in Ogun State on the Lagos-Ibadan Expressway.
After listening to the submissions of tractional rulers, representatives of the three major tribes, civil society, state government officials, contractors and traffic regulatory agencies, Fashola appealed to the trucks to vacate the highway.
“My appeal to you (articulated vehicles) is for you to the leave the road today immediately,” he said.
Fashola asked the task force on traffic laws newly constituted by Ogun State Government to enforce the directive, noting that parking on the highway was a violation of the nation’s traffic laws.
He said trucking and trailer operations were businesses and operators were supposed to provide parking spaces for their fleet, adding that government’s construction of truck parks were only to assist.
He also frowned at road abuses by truck drivers who pour diesel and petrol on the highway, causing quick road degeneration.
He listed projects funded by the Presidential Intervention Funds to include the Lagos-Ibadan expressway, a major artery connecting South-West to other regions.
He said that the highway was important for interconnectivity and ease of doing business, hence the need for stakeholders’ cooperation and sacrifice to ensure speedy completion of the construction.
He promised Ogun Governor, Dapo Abiodun, that the issue of burrow pits causing flooding would be tackled, while degenerating alternative routes along Ikorodu-Sagamu road construction would be completed.
Burrow pits are places where laterites are excavated for road or building construction.
“The governor and people of Ogun, we hear you very loudly on Ikorodu-Sagamu road. The story is the same with Lagos-Ota Road,” Fashola said.
The minister said that the contractors were back to site on the projects, adding that the Buhari government was determined to complete all ongoing constructions in spite of dwindling oil revenue reducing the nation’s earnings.
Fashola, however, admitted that government was owing contractors on the Lagos-Ota road and other projects.
Julius Berger and RCC, contractors handling sections one and two of the Lagos-Ibadan expressway project, took turns to make slide presentations on how high traffic volume and new settlements on the highway slowed down construction.
They said that 400,000 vehicles plied the road daily and 3,000 of them per hour
They also enumerated their corporate social responsibility programmes to their host communities.
Gov. Abiodun, in his speech, thanked the Federal Government for the progress of work but requested that some roads be handed over to the state government.
He also appealed to the contractors on the Lagos-Ibadan expressway project to adopt best traffic management options to minimize hardship, while calling for more sensitization of the public to help them understand the project.
He listed efforts of the state government to speed up construction, which included a tripartite committee with the Lagos State Government and the Nigeria Ports Authority.
“I must emphasize that we are delighted that this road construction is taking place,” he said.
The Special Adviser to the Lagos State Governor on Works and Infrastructure, Mrs Aramide Adeyoye, thanked Fashola “for the tenacity of purpose to the construction of the road”.
Giving a brief history of previous slow construction of the highway by previous administrations, Adeyoye promised collaboration of Lagos State government with those of Ogun and Oyo to fast track construction.
She said the trailer park problem needed enforcement and could be resolved through determination of all stakeholders.
“All in all, we are having an infrastructure that will work, provided we take ownership,” she said.

Buhari inaugurates Nigeria’s ‘largest’ modular refinery



President Muhammadu Buhari Tuesday said the establishment of modular refineries in the country will make petroleum products available in the country and eliminate importation.
The President spoke at the virtual inauguration of the 5,000 barrels per day Waltersmith modular refinery in Ibigwe, Imo State, as well as the Ground-Breaking Ceremony for the Phase-2 works to expand the capacity of the refinery to 50,000 barrels/day.
President Buhari said the deployment of modular refineries was one of the four key elements of his administration’s Refinery Roadmap rolled out in 2018, adding that its implementation will make Nigeria a net exporter of petroleum products.
He expressed delight that Waltersmith refinery in Ohaji Egbema Local Government Area of Imo State was coming on stream within two years of the commencement of the Roadmap, after many years of granting licenses for the establishment of modular refineries with nothing to show for it.
”Furthermore, there is increased momentum in the other three focus areas under the Roadmap covering the Rehabilitation of existing refineries, Co-location of new refineries, and Construction of greenfield refineries.
”The realization of the Refinery Roadmap will ultimately lead us to becoming a net exporter of petroleum products not only to our neighbouring countries but to the worldwide market.
”This modular refinery is the largest commissioned modular refinery in the country today.
”The role played by the Federal Government through the Nigerian Content Development and Monitoring Board (NCDMB) in going into collaboration with Waltersmith Refining and Petrochemical Company is novel in concept and superb in delivery,” he said.
The President described plans to commence the expansion of the capacity of the refinery to 50,000 barrels per day to refine crude oil and condensates as an important part of economic reforms the country is undergoing.
”I look forward to seeing this new phase completed within the target timeframe,” he said.
President Buhari, therefore, directed the Ministry of Petroleum Resources, Department of Petroleum Resources (DPR), NNPC, as well as all relevant Government Agencies to provide Waltersmith Company all the necessary support to access crude oil and condensate feedstock for the timely delivery of the additional capacity.
In line with his administration’s agenda on jobs creation, the President said he was pleased to note that hundreds of direct and indirect jobs were created during the construction of the first phase of the project in addition to the various business opportunities.
Equally, he expressed hope that the construction of the second phase of the project will create bigger additional employment opportunities.
President Buhari thanked the local community and the people of Imo State for hosting the refinery, which, he stressed, will bring prosperity and economic development to the area.
The President commended the Ministry of Petroleum Resources, the Honourable Minister of State for Petroleum Resources, Timipre Sylva, the Chairman and members of the Governing Council, and the management and staff of the Nigerian Content Development Board for making the public-private partnership a success.
He also commended the Chairman, Board, Management and Staff of Waltersmith Refining and Petrochemical Limited for their professionalism and focus in getting the project completed.
Governor Hope Uzodinma of Imo State and the Minister of State, Petroleum, cut the tape on behalf of the President at the event which was also attended by the Group Managing Director of NNPC, Mele Kyari, the Executive Secretary, NCDMB, Engr. Simbi Wabote and the Chairman of WalterSmith, Abdulrazaq Isa.

2023 presidency: PDP too weak to wrest power from APC – Fashola



Former Lagos Governor Babatunde Raji Fasola has described the People’s Democratic Party (PDP) as too weak an opposition to wrest power from the All Progressives Congress (APC) come the 2023 presidential election.
The Minister of Works and Housing, who berated the opposition party during an interactive session with APC correspondents at his Abuja office, however, warned that the only guarantee for the ruling party retaining power beyond the Buhari era would be to fulfil the party’s electoral campaign promises.
Fashola evaded commenting on speculations surrounding his supposedly eying the Presidency or Vice Presidency, saying that he is concerned with delivering the mandate of the party to the people.
Responding to whether the APC will retain power beyond 2023, the Minister said: ‘To retain power in 2023 will certainly be if we keep our promises; it is that simple. That’s politics. If you do what you said you will do, even if you don’t do 100 per cent and they see that you are making progress, they will even want you to finish some of what you started.
‘Our opposition has to think better than us in order to defeat us. Right now they are not doing that. When it’s election time they should come and meet us.’
On whether he would be contesting, the former governor said: ‘Which card are we talking about now, where do I belong? I belong to a party, APC, and is committed to good governance because I think the best politics is good governance.
‘The beauty of it for me is the opportunity it gives to impact peoples’ lives. We have elections only once in four years, but we have a responsibility to provide good governance every day and that’s the culture,’ he said.
The Works Minister reacted to the proposed extension of the tenure of the APC Caretaker/Extraordinary National Convention Planning Committee, warning detractors to stop distracting the Committee.
‘Now, in terms of the Caretaker Committee, perhaps this is a good opportunity. The first meeting of APC, don’t forget, what became APC was convened in my official residence in Lagos by 11 of us. Some of you were asking what we were doing, 11 governors, and I said: you just watch. But after that, there is a bigger responsibility.
‘Winning the election is not the challenge; it is delivering the governance that is the big deal and that’s what I am committed to doing. So, you see at that time some people decided that we wanted to be Chairman, Secretary, Treasurer, Publicity Secretary, we voted for them. That’s what they choose. If there is a crisis, that has now led us to have a Caretaker Committee, we must also respect the Caretaker Committee; let it do its job.
‘Those of us who didn’t contest to hold party offices should focus on our jobs too and stop bashing in each other’s room. So, every support that the Caretaker Committee requires we will provide if it’s within our reach to do so. I am in touch with him, at the end of the day we are governed by rules.
‘I know quite a number of them on a personal basis. So, let us support them to achieve the immediate mandate of their responsibility. They brought some stability, at least we won an election. Some governors have joined us where we think that we could not get water before,’ he said.
Asked his take on the zoning arrangement of the party for the 2023 presidential election, Fashola argued that zoning is not a constitutional matter but for the party convention.
‘First, let’s talk about law, let’s talk about agreement, the law is the Constitution. Constitution decides the age which you can contest certain offices and there is nothing in the Constitution that says zoning. All are political parties; political parties are like clubs where you write agreements just like a social club.
‘We can decide that it is the youngest person who will be the Chairman of the social club or we can decide that it is the oldest person or the next female or the next male, that is the matter of agreement between people. But the Constitution that sets up the climate of political parties formation does not prescribe zoning.
‘The truth is that what makes an agreement is the honour in which it is made not whether it is written. If it was written there would be no court cases of breach of contract because it is a document that is written and signed that goes to court. But the private agreement you make with your brother and sister can be breached is [about] honour.’
