What is salary?
 
A salary is stated to mean the fixed sum of money paid to a worker, usually measured on a monthly or annual basis unlike wages(which are measured hourly). The wage and salary administration in Nigeria is regulated by policies jointly agreed upon between the government and Labour. 
 
These policies give directives on how wages and salaries are paid by organizations both in the public and private sectors of the economy. This system is characterized by multiple, low and minimum wages with no effective wage policy to improve the working conditions and productivity of the workers. 
 
The lack of an effective wage policy contributes greatly to the issue of non-payment of salaries thereby leaving the lump sum of money for payment to be embezzled or mismanaged by the government.
 
The issue of the upsurge of the inability to pay the salaries of civil servants and its effects is very troubling as it affects not only government employees but also the whole economy of the country, Nigeria.
Research has shown that non-payment of salary to civil servants is endemic in all governments of Nigeria. Its effects cut across families, market women, businessmen and women, educational institutions, and all other sectors. 
 
The menace of the non-payment of salaries also affects both the old and young citizens of the country.
